Maltiness is a characteristic of the beer, not to be confused with Sweetness. Beers with a lot of sweetness on the palate may or may not have a pronounced malty character. Also, the beer can be dry and have a pronounced malty character or aroma. Because maltiness is more about the rich grainy, bready and toasty flavors and aromas that come from the malt rather than from the residual sweetness of the underloaded wort.
